I need to access my Pen and Touch Settings because i have problems with my Tablet, but whenever i want to switch to the second tab of the Window called "Pen and Touch" it just says that i need admin privilege to change the settings here. I AM the admin! Starting the control panel with cmd as admin didnt work, cant find the settings with gpedit either (followed tutorial).
How can i do this??

as forums go, Computer Hope is not as big as some. :)
it may also help to know your tablet make/model, the OS used and the exact error message you are receiving (with screenshot if possible).

I already know how to fix the tablet prolem, i only need to be able to get into the options. YOu dont have to know anything about the actual tablet problem, i just have to know how to access those settings. Sorry that it is in German ::)

So is the tablet Make and Model top secret or something ? ?

The message does not indicate you require administrator privilege, but rather that the settings are disabled by the system administrator.
This means that security policies/group policies are in effect disabling that feature altogether.
The setting is under Administrative Templates->Windows Components->Tablet PC->Pen UX behaviors, and is listed as "prevent flicks".
of course, those are the English terms; I imagine they would be displayed in a German equivalent.
This setting was probably set by the preinstallation kit that the tablet manufacturer used to prepare the windows installation. Whether they had a reason for doing so would be another question!

Tablet is Huion H420
Win8 since its in the Win8 Section.
gpedit wasnt there, i manually added it over a tutorial. I looked the problem up and people had the same issue, there was supposed to be something in gpedit to fix it but that wasnt there for me.

Without gpedit, the policy can be altered in the registry:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Group Policy Objects\{5DAD6736-E6DC-463C-98C8-0EB4D65C58BA}Machine\SOFTWARE\Policies\Microsoft\TabletPC
I'm not sure but that {5DAD6736-E6DC-463C-98C8-0EB4D65C58BA} part might not always be the same. You'll want to look through all the {XXX...}Machine and {XXX...}User entries under Group Policy Objects.
Alternatively, you should be able to find it as I did, by searching regedit for "Flicks" (it takes a while)
