Title: Smartphone no service smart tv with service

I have an android smartphone with no service but has wifi capabilities I also have a smart tv I do not what capabilities it has what I want to know is if the tv is connected to the internet with a cable can I connect smartphone to the internet thru the tv?

I'd suggest installing a wireless router and have both devices share that for internet service.

Not that I am aware of that a TV can share a internet connection with other devices on its own. Look in the features of your Smart TV and see if it offers Wireless Access Point or Hot spot features to share its internet with other devices.
