Title: Removing black colour of icons

My desktop background color is light blue, but when I hover over to any desktop icon the said icon color turns to black.
What's more annoying is that when I open the icon, the background color of the page thus opened is also black.
I am on Windows 10.

Is there a simple and straightforward method to solve this problem, please?
