Just bought a 2nd copy of a game I had like 10 years ago through steam because it was on discount ... Fable - The lost chapters

Strange thing is that I have immediately and only with this game during the intro cinematics a flashing once every second quick flicker of a windows command shell box that has no name and has the minimize, maximize, and close icons as windows have. Its about 2.5 x 3 inches in the upper right corner of the screen. The background of this command shell window shows no information to give any insight into what it exactly is.

Oddly when I tried to capture this pop up box by recording the screen with fraps, no problem was recorded, even when going with very fast frame rate capture, so not sure how fraps isnt capturing what is displayed to screen unless its a layer and for a fraction of a second every second its unable to capture this layer of video that pops thru for a moment.

So if its behind the game cinematic, I pressed the Windows Key to get back to desktop with the game cinematic still running and no flashing of this command shell window.

So I captured it with my phone in video so that I could stop the frame where the pop up window was and inspect it further. No window title for it and no text information in the black background of the window box that is flashing for a fraction of a second once every second.

Was wondering if anyone knew of any utilities that are able to capture a list of all active windows within say the last 2 or 3 minutes and what exe is associated with them to see what process is being called over and over during the cinematic to make this annoyance like a window name to exe relation log, to capture something that happens quickly and then look in that list for the names of the programs associated with the windows to then figure out what process exactly is doing this.

Looking on google I found nothing on this.

The hardware is my older gaming system which should be a good pairing for a game released in 2005.

Athlon II x4 620 2.6Ghz
4GB DDR2 800Mhz Corsair XMS2
GeForce GT 730 2GB 128-bit 1366 x 768 resolution on a 20" widescreen display
Windows 7 64-bit Home fully patched
240GB SSD and a 120GB SSD

Lastly the flashing window that flashes itself for a fraction of a second bug etc only happens during cinematic of the beginning of the game. Once the game itself starts the problem is gone. So at least the game is playable, but its annoying at the start of the game and wrong so very interested in figuring out what it is.

Only thoughts that come to mind as to what it could be is that they had to alter it to work for steam, and some console type of executed patch is showing itself and hiding itself over and over again at cinematic intro and not during gameplay.  :-\
