Title: Cant reach 60 Mbps in windows normal mode

Hi I have a TOSHIBA SATELLITE C645D-SP4144L - Windows 7 Ultimate
I am paying for 60 Mbps, but I cant reach that speed with my Laptop (Wifi and NIC), so my Internet Service Provider came to my home and test the speed with their computers and they can reach the 60 Mbps easy, when I tried with my Laptop I can only reach 10 to 25 Mbps max, so the problem seems to be my computer. So I tried to run the Laptop in save mode with networking and tested the speed using Wifi and my NIC card and for my surprise I got 55 to 58 Mbps with both (Wifi and NIC Card), so it seem that something is not allowing the 60 Mbps speed in normal mode. Can someone help me please ?

I would create a new user account on the computer. Logon as that new account and then run the speedtest and see what happens. The only thoughts I can think of on a restriction of speed is if something was installed that is downloading in the background that doesnt happen in safe mode. A different user account may be immune to a torrent or something that is using your laptop as a seed, in which your usable bandwidth is reduced as your traffic and the torrent traffic happen at the same time. Such as if you had something downloading in the background and then measured a speedtest it will show a lesser bandwidth because the lesser is what is available with the other traffic going on.

I'd ignore that suggestion for now as for you had a fast connection with this computer in safe mode.
