Screen says " Data network connection is not available. Mobil Hotspot/USB tethering needs Verizon data network in order to work." I would assume there is no way to connect cell phone to internet thru computer?

How is your internet connectivity currently set up? Do you have a wireless router?

There are Android apps for trying various modes of tethering.
A windows PC can be made into a potshot Fort hat you would have to have internet via Ethernet and then plug a Wi-Fi USB adapter into your Windows PC.

Seems what I want to do is called reverse tether I installed all the app I could find I can't make it work seems from what I have learned is I need marshmallow this must be top of the line.

Is there a resewn you have to have USB tether?
The USB tethering depends much on the make and model of the phone. But all smartphones do Wireless. That is why the recommendation was given to try the host spot instead.
There are free Android apps that have all three modes in one package.
