Title: Windows 98 Shut Down

Can anyone tell how to overcome Windows 98 shut down, when you click on run/shut down the computers restarts and will not close down. The only way to shut down is to hold the power button in for 5 seconds.

Has it always been this way? If not what has happened prior to this? Are you free of spyware/adware/virii? Does everything else work OK?

Yes free of all the above not sure how long it as doing this, yes everthing works ok, just the shut down will not close the computer.
