win 10 dropped windows live and went to outlook and I lost my hot mail acct.
What can I do to get my information back?

Not sure if Microsoft themselves are any help with this... I lost my hotmail account a few years ago. Stopped using it and they tombstoned it on me. Last I heard hotmail was dead too. https://www.makeuseof.com/tag/hotmail-no-microsoft-outlook-email-services-explained/

I have e-mail with both services:
HOTMAIL.COM
LIVE.COM
Both of the above behave as standard POP3 services. So I use Thunderbird as my local e-mail client on my Windows systems.I use the portable version, which lets me use it on different versions of Windows.
Here are some settings.
pop3.live.com port 995 using SSL/TLS standard password.
For sending mail I use the settings for my local ISP. They require that i not use any other. However, the user sees my Microsoft address and my e-mail.
Most e-mail servers will let you use a local e-mail client for pop3 stuff.

How do you know you lost your hotmail account? When you were actively using your hotmail account, how did you access it?
Windows 10 has a mail app; it simply called Mail. And, it can be used to access hotmail.
To access your hotmail via web browser, go to https://outlook.live.com/owa/ From there, you can sign in to your hotmail account with your hotmail email address and your username.
