Sort answer - No.
Long answer.  You must invest in better hardware and take control of your environment. Radio and TV stations and recording studios spend thousands, even millions of dollars building places where on can record sound without background noise.

Rather than trying to fix the problem in software, fix it at the source by investing in a better microphone either on a stand if you are sitting stationary or a lapel mic if you are standing up/moving around.  Having a high quality microphone close to you will mean your voice is louder in relation to any background noise.  Cheaper microphones, especially those built into laptops are pretty wide angle and will pick up a tonne of background noise.
