Does anybody know how to gain access to the hard drive off of a boot disk that loads command?

The OS CD (XP/2K) will give limited access to NTFS partitions and some of the SysInternals free utilities (http://www.sysinternals.com/FileAndDiskUtilities.html) will allow read access. Utility CDs such as Hirens Boot CD or The Tech CD will also grant access as will Linux standalones such as Knoppix.
There are methods of granting both full read and write access but it depends on what you're trying to do.
