Tedder:

Several viruses and Trojan Horses will disable this feature of Windows, and prevent you from accessing the Web sites of anti-virus software makers, to make it more difficult for you to detect and stop the malicious code.

Tedder:

Try a couple free, online virus scans:

Thank you for those links. I tried some but they didn't want to open in Firefox. Finally I opened explorer and did a free scan on Panda(is this a good scan?),it found some viruses apparrently! and fixed them? but I could not purchase a 6 monthly scan setup because The webb page was in Spanish or something. I can see nowhere on Panda web site for the same item and noway to contact them. Is this normal?. By the way it supposedly removed the viruses but I still cant get MS help from control panel......I have just checked my email programme and discovered that my inbox has been cleared...Wonderful!!

Don't pay money for anything there are enough free programs to fix any problem.
How is your computer running now?
Edit: MS Help from the Control Panel must be an xp thing, I can't find it on my w2k.

Yeah, that's what i thought.  You may still have several viruses undetected.  Try doing more free online virus scans using IE after you reinstall Windows.  If you have not already reinstalled, i'd suggest moving anything you have in the Shared Documents folder to another folder, as the files in this folder will be deleted.  Also, you will have to reinstall at least some of your programs, and you will have to reactivate Windows immediately after reinstalling.

I think you mean that you were trying to open Windows Update in the Control Panel.  Try clicking Switch to Classic View in the left hand side of Control Panel and you will see what i mean.

Let us know if you need more help.

I suspect whats happening with the no activation prompt is that when your system was examined as part of the installation process .... it exactly matched your system as it was before and the serial code and your name etc.was all correct so it is simply reactived automatically.

Are you asking if Internet explorer can do a virus scan ? If so .... IE doesnt do a virus scan , however you can use IE to go to any number of website which will do an on-line virus scan.
