Title: pc want boot no beep codes

my friend has a hp pc that is running win xp, and is around 3 years old. the light is on on the back of pc, power supply is working, fan on cpu is working, cd rom opens and shuts, but i get no beep codes, no lights showing the pc checking the cd rom or floppy, no hard drive sounds and no video, does this mean that the cpu is  shot. or motherboard?

Motherboard or power supply, most likely. What happened prior to this? Any power surges?

checked power supply it is ok, we have had a lot ot power problems in the past week, could have been surge,
