Title: Program List Missing: Start > Program

When I click START > PROGRAMS, I used to have 30 to 40 folders and programs.  Now, for some reason, I only have eight.  Yet, all the programs are still useable, I just have to set up shortcuts on my desktop, or go to Program Files and find the desired .exe file.

I've also noticed that when I go to Control Panel and select Administrative Tools, the Administrative Tool window pops up, but there is not there.  I think the problems are related.
