Title: Multiple Problems With Both "Internet Explorer" and "Outlook Express"

My computer is a DELL Dimension 8200.  My OS is Windows XP,  Home Edition.  My ISP is PeoplePC and I use a dial-up connection.

I am experiencing the following described problems with "Outlook Express" and with "Internet Explorer:"

Outlook Express:

When I attempt to use "Insert Picture" into the body of a new message by left clicking on the small box like icon, which contains mountains a rather large blank screen appears that has a blue border, white/blank interior, small red box with a white cross at the upper right corner (cancel facility) and the Internet Explorer icon (blue "e" with a gold band)  at the upper left corner.  There nothing about such screen that is functional and I remove it by left clicking on the red box with the white "x."  As a consequence of these circumstances, I am unable to insert / embed a picture within e-mails that I prepare to be sent.

Internet Explorer:

At the "Internet Explorer" screen when I left click on the "Tools" button and then on the "Internet Options" button that appears in the drop down menu only a small screen that very, very quickly flashes and goes away appears.  Consequently, I am unable to access / use those items contained in the "Internet Options" facility.
When my home page is booting up after I have connected to the internet, a script error screen appears that includes this, "res//ieframe.dll/navcancl.htm"  that includes a provision for me to choose either "Yes" to continue or "No"  and I choose "Yes"  and this same script error screen then  appears one to two more times and it is only after I have chosen "Yes" on each such screen am I finally at my home page.
I would sincerely appreciate HELP in resolving these issues.

.... dialup.... you have my sympathy.  Do you have SP2 (Service Pack 2) for Windows XP installed?  What protections are you using against viruses and spyware?

Have you been able insert pictures in the past?  I gather you're getting a glimpse of this panel for inserting a picture but it's faulty:

Yes, I do have SP2 installed and all Windows "patches" that have been made available by Microsoft. 

With respect to virus protection, I am using AVG 7.5 FREE edition, which I make sure is updated daily.  I am also running "SpyWare Blaster,"  "Spybot Search and Destroy," "Ad-Ware SE Personal" and "Crap Cleaner."   I regularly and routinely check for updates for each of the applications on a weekly basis and run those that have that feature.

The screen you show concerning what I am missing with respect to attempting to insert a picture within an e-mail it the correct one, but I do NOT get even a flash of that screen.  Instead, the blank screen I described appears.  The small screen that appears very, verly briefly (just flashes) is with respect to what happens when I attempt to access "Internet Options" under the "Tools" provision of "Internet Explorer."

You maintenance regimen is good.  Re: OE, again, Have you been able insert pictures in the past?  When did this problem start?

Yes, I have been able to insert pictures in e-mail previously and did so routinely, with such pictures generally being animated GIFs.

These problems commenced at or about the recent event of my former ISP (AllVantage.COM) having apparently sold all of its dial-up accounts to PeoplePC.  When I downloaded and installed the software from PeoplePC for using them as my ISP I had resulting problems.  But, I am not certain at this juncture if those that I have described here appeared immediately upon my having downloaded and installed such software, except that I do recall that the script errors did immediately appear.

I have contacted PeoplePC's tech support more times than I can count concerning the script errors and have consequently followed their instructions to make changes in an attempt to correct the same.  I am suspicious that one or more of the changes I was instructed to make by PeoplePC's tech support may have resulted in the other problems.

My last telephone conversation with a PeoplePC tech resulted in my having been told that my Internet Explorer 7 program was corrupted and that was the source / root of all of my problems.  I have attempted to reinstall Internet Explorer 7 several times, but with no success.  Such attempts always result in getting a message saying that the program could not be installed.
