MY COMPUTER ON EACH STARTUP SAYS IT FOUND NEW HARDWARE AND MUST REBOOT OVER AND OVER AND OVER
i CAN'T FIND OUT WHAT HARDWARE IT HAS FOUND.

Does computer reboot by itself, or you restart it?
What Windows version?
Have any hardware changes been done, lately?

Does that little popup come up each time letting you know something was found? If so click on it and it should tell you what it was that was found. Do you have anything USB plugged in? Like an MP3 player?

Could it be the keyboard ? ? That device doesn't seem to be functioning properly ...

The message comes up upon startup. It says new hardware found but doesn"t identify the new hardware. If I reboot the same message keeps coming up. Again and again.
I checked the device manager and nothing appears with a?.

Don't. It looks like some hardware installation was previously interrupted.
When that wizard comes up, go through it, like there IS some hardware to find.
When you finish, it won't bother you anymore.

Try booting into safe mode and checking device manager for anything out of the ordinary.
