Title: can not connect to www.insurance.ca.gov

Can not connect to insurance.ca.gov

I have Dell 8400 runing xp operating systems with 2GB ram, recently I installed Norton 360 software for security.
 
Now I can not access www.insurance.ca.gov web site. After about one min. I get massege " internet explorer can not display the web page"
The site is in operation I can access with my other computer. I discuss this with my DSL provider and the web manager of the www.insurances.ca.gov but no one knows why can I connect to that web site. Most of all the other web site can be connected without any problem.
 
I suspect this is because of Norton 360. Can any one help????????????????

Try disabling Norton 360 and trying to connect to that site.

I did disable Norton 360, but does not work, all other web site is ok except department of insurance california web site.

I have talked to Norton people for one hour and they are bleming on service provider, then I call my service provider and spent one hour with them, they say every thing is ok on theire site it is Norton that causing problem.

No one is able to help me. Can you suggest something.

I called the department of insurance and talked to the technical web master he checked every thing on his side and did not find anything wrong, he suggested to call the service provider.

Service provider says as long as you can get alll the other web site there is nothing wrong with service.

I am stuck. Do not know what to do

OK, before I continue, I just want to say that you are going to have to be very patient for this problem to be resolved.

I visited that website with Mozilla Firefox and had no problems at all.
Have you tried accessing the site with Firefox?

Mr. Dairyman:

I just tried with firefox browser, but did not work. I can use my laptop and access the site easily, it is only my desk top that gives me problem.

Any other suggestions?

What kind of error are you getting from Firefox?
Try to connect in Safe Mode.

I have tried loging in in SAFE MODE while I was working with Norton technician on line, but we were not able to connect even in safe mode. If you want I can try again this evening. Do you want me to try again?

Same error

I installed Norton 360 in Nov., 2007 2 months ago.

Norton is going to release new verson of 360 soon, which may fix the problem, this info was given by some other forum people.

Can you give me step by step procedure to load/reinstall Microsoft XP from CD

Last time I tried by putting cd in drive and started installing, half way down the line it gave me some message about SCSI CD drive which I did not understand and the computer was not able to read the CD. I have to turn off computer and re start computer. luckily it gave me options: 1. do you want to start Microsoft XP or 2. do you want to start set up microsoft XP. By clicking on to Start Microsoft XP I was able to use my computer.

I do not know what is SCSI drive(Spelling not known)

I am not expert in computer. just know little bit to be dangerous.

Your steps were correct, but you have to pick option #2.
It'll reinstall Windows over itself.
All you should backup is "My Documents".

Bombaykid ...you need to understand that when you re-install XP all your data will be gone.

I can backup my data, on DVD. Will thata work? I do not want to install all my software programs. I can reinstall my XP hoping it will fix my problem.

As long as you can backup what you need absolutely...
A clean re-install of Windows can be a refreshing thing.
Make sure you have all the correct drivers before starting.

I back up most of the data on DVD
I loaded the origional XP cd in drive D;/ and started setup. But after a while I got following messege:

The currently installed driver for Adaptec CD-R Filter required by Adaptec CD creator is not compatible with this version of Microsoft Windows and will be disabled during the upgrade.

The CD stop working, computer can not recogunize the drive and can not read the CD so it stop.

What should I do now? I am stuck. Need Help.

I follow the procedure but same thing happend.
It started to reinstall, but when it rebooted I got the messege
"Startup cannot find CD ROM Drive". click F3 to stop.

Currently I have Adapter CD-R Filter Driver install which is not comparable with new XP and setup is disabling driver so no CD=-ROM.

How do I install new compatable CD-RomDriver?

What type of XP CD is this ? ?
You should be booting up with the CD in...sounds like your trying to run setup from within Windows.
XP loads all the drivers it needs on bootup.

I tried 3 times to bootup with cd in E:/ drive but it does not bootup from CD. It boot up from H/D.

I tried to go to setup by presing F2 but that does not work, I can not get in to setup mode to change boot disk to CD.

What happens? Does your computer say at startup (at the bottom of the screen), that you have to press F2 to enter setup?

You have to tap F2 repeatedly at start and before the Windows splash screen appears....
Remember when you have changed the boot order you nedd to press F10 to save the changes and Exit...the machine will re-boot itself.

Thank you, it worked, I reinstalled my operating systems XP, That is a good news.

Now the bad news

I still can not log in to "www.insurance.ca.gov"

anything I can do? except formating Hard Drive

Can you post your hosts file?
Windows XP location:
C:\WINDOWS\SYSTEM32\DRIVERS\ETC
Hosts file has no extension.
Open it in Notepad, and post it here.

Nope, it looks normal.
Did you try to connect to that site in Safe Mode?

I tried running safe mode but somthing happend and I can not open up any browser, I tried Internet explorer and firefox, but was not able to connect to internet.

I just got new problem.

Tried safe mode with networking. I was able to log in to internet went to hotmail.com on both browser,
But

I have uninstalled Norton 360, Do you know any other software which I can use for fire wall and virus protection.

I paid $90.00 for Norton 360 but I do not want to use that. It is giving me lots of problems.

Firewall: COMODO Firewall Pro 3
Anti-virus: AVG Free Edition
Anti-spyware: AVG Anti-spyware Free or Spybot - Search & Destroy

Also, if you're not already using it, use Firefox for safe browsing.

As for not being able to connect to www.insurance.ca.gov, have you tried contacting the administrator of the website? They may have banned you, and as far as I'm concerned, they can't remove the ban.

It is not email program, it is a link in the email which I was able to click and go to that link, now I have to manually cut the link and paste to go to that site

Every time you answer my quistion I get an email stateing that I have answer waiting and then "link"
I use to click on the link and was able to come directly to the topic summery page of computer hope.
but now I have to cut and paste that link to come to the topic summery page.

Ok I will start using firefox now on. and will down load COMODO firewall pro 3, and AVG right away.


Can you test a software call "Quick heal " it is all in one firewall and antivirus, 30 days free trial

They have not band me or lock me out. He told me that there is no band or lock exist,  he was not able to tell me or to my service provider why we were not able to log in.  He has no other compaints from any one else about this problem but he will check in to it why I can not log-in in few days.

I am using Hot mail software for my email

Just down loaded fire wall and will down load AVG now

I just tried loging in to http://205.225.215.50/  but no luck. it did not work.

Yes it is goverment site it is department of Insurance of California.

When I talk to administrator he was not willing to do anything. he told me that everyone is able to log in except you so it is your problem and not our. our side sever has no problem but he will look in to it and double check.

You gave me the Norton (uninstall) removal tool.exe

I double click on that and follow the step by step procedure.


You might be right, the procedure they tell you to follow does not remove alll the files from hard drive, I remember last time one of the tech from Norton un install Norton 360 from my computer and then he went to registry and there were some files he removed manually. I do not remember exactly were he went but it was in registry. under soft ware looking for Norton files. if you tell me how can I go to registry then I will look for the norton files and temove them

Go Start>Run, type in:
regedit
Click OK.
Registry Editor will open.
Go File>Export, and save your registry to known location.

Now press F3 key.
Search window will open.
Type in:
Symantec
Click Find next
When Symantec entry is found, right click on it, click Delete
Keep pressing F3 key to find more Symantec entries. Delete them all.

Repeat same actions, this time searching for Norton

Did following
Start>run>regedit>ok
File>export and save at desk top

After that still in registry editor press F3

nothing happend,search window did not open.

tried 10 times to press F3 nothing

What did I do wrong

Was I suppose to go to desk top where I save Registry? and then F3 or at the registry edito page and press F3? I got lost need help

In Registry Editor, go Edit>Find
This should open Search window. From now on F3 should work.

No I am not using Norton Ghost.

I use to use it but before I installed Norton 360 all the other norton products were uninstalled. I  have 8 to 9 Norton products but now none of them is on my computer. I have uninstall alll of them.

I down loaded the AVG anti-virus software, but when I tried to install it I get following error:

Local machine: installation failed
    Installation:
        Error: Action failed for registry value HKLM\SOFTWARE\Classes\AvgDiagFile\shell\open\command:: creating registry value....
            Access is denied.  (5)

What seems to be problem. They do not have any hot line for tech support.
I did send them an email.

Any suggestions.???????????????

That web site "www.insurance.ca.gov" is still not working from my desktop computer.

I can access from my laptop.

I just want to know why it is not accessabale from desk top? just curious. This is a techanology challange.

Turn off your computer.
Disconnect modem from power source. Wait 1 minute.
Reconnect.
Restart computer.
Try again.

Some one told me they can log in to the site but can not ping that site

Yes, I can't ping it. I can connect.

We tried so many solutions, that I'm out of options.
My best guess is, that Norton screwed something up in registry, but I can't see any way to find out what.

Repaired XP operating systems, took one hour.

No change, same problem, no connection to www,insurance.ca.gov

may be should reinstall XP rathere then repair?  what is your opinion.

I am ready to make all the changes except formating H/D (lots of work + I do not have all the drivers I need).

Yep. Try to reinstall over the top. You may want to backup your documents, though.

I reinstalled XP.
Luckyly it did not delete old version.
New XP does not have any software install. Is there any way I can transfer all my installed software from previous verson to new version XP?

I wanted to use the same directory but it gave me error messege, not enough room, so I click next choice and it created new directory, now I have two operating systems,one new verson and one old verson.
when I click on new, there is no sofyware installed, but the old one is still same, right now I am using old XP to communicat with you.

What should I do. I am not expert so I make all these misteks,

Yeah, we have a problem here. Since you installed new Windows in different directory, all your software is tied up to old installation.
I'm affraid, you'll have to start a new topic about how to remove double Windows installation, because I've never dealt with this problem.

Hi bombaykid,

When you say that, by mistake, you installed XP into a new directory, does that mean that both instances of XP are on the same partition? If so, then give this a try and see if it sorts out the problem..

Go to Michael Stevens' XP FAQ page

Scroll down to #20 "I have two installations of XP on the same partition....." and then click on it to expand the information beneath.

If your XP was corrupted due to malware, then doing a reinstall may make things a lot worse. But it's up to you whether that's the route that you want to take. If so, then run XP Setup, and at the blue "Welcometo Setup" screen you should see options such as:

To set up Windows XP now, press Enter
To repair a Windows XP installation using Recovery Console, press R
To quit Setup without installing Windows XP, press F3

Press Enter
Press F8 to accept the EULA

At this point, setup searches for previous installations of Windows XP, and if it finds any, it will display this screen:
If one of the following Windows XP installation is damaged, Setup can try to repair it.
Use the Up and DOWN ARROW keys to select an installation.
To repair the selected Windows XP installation, press R.

I found this post trying to fix a similar problem.  I could not connect to many .org and .net websites also could not ping as request timed out.  I downloaded winsock xp fix and it fixed everything.  I can now access the sites.

That problem popped-up a little while ago.

What it came down to is that Financial Institutions and Government deemed the Wireless access to their Website as a Security Threath.

So, read that entry.

No need to re-install the Operating System.
