EXACT error message, and Windows version, please.

error 00173 and 00163 old IBM Thinkpad 600E, Windows 98 not sure if its newer version of 98 or just 98. Sometimes I can get past the error and put new date and time and then comes the circle off and straight line on (can't touch these at all) I think its the I/O?

Sorry for nagging questions. I thought, it was more to that message.
Your errors refer to dead/dying CMOS battery. You need to replace it.
It looks like this:

I'll be more happy, when you replace it, and report, that everything works fine :)

I have the exact same problem, and I thought it might be the CMOS, because it keeps asking for the time and date.
I am also having issues with the battery not recharging, would the CMOS be causing this problem, or is the battery likely dead?
Thanks!!!
