When did it start? Did you do anything specific to your computer at that time?
The more info you provide, the more help you can get.

1. Click Start, point to All Programs, point to Accessories, point to System Tools, and then click System Restore.

2. On the Welcome screen, click Restore my computer to an earlier time, and then click Next.

3. On the Select a Restore Point page, select the date from the calendar that shows the point you'd like to restore to, and then click Next.

4. On the Confirm Restore Point Selection page, verify that the correct restore point is chosen, and then close any open programs.

5. Click Next if you are ready to proceed or click Back to change the restore point.

6. The computer will shut down automatically and reboot. On reboot, you'll see the Restoration Complete page, and then click OK.

We tried to fix it with EXE File Association Fix, and apparently, it didn't work.
I'm not aware of any other way, than running Windows repair with Windows CD.

Yes. You need Windows CD.
Unless, you have Recovery Partition on your computer.
In any case, all data will be lost.

How far to grandparents house?

Try repair, first: http://www.michaelstevenstech.com/XPrepairinstall.htm
If it doesn't work, go for clean install: http://www.michaelstevenstech.com/cleanxpinstall.html

Don't mind me saying but IE is a problem in itself. They say that :"change is like a holiday" maybe consider some new browser options people.

Look. We provide here voluntary type of help. I simply can't afford any work with an individual computer.
All you're asked to do was to follow instructions about reinstalling Windows, with link to the manual provided.
If you have any problem with understanding tutorial, and if you have any problems at certain steps, feel free to ask.
Me, or someone else will try to answer your questions.

You'll have to explain much better, what's happening, in order to help you.

Did you read this: http://www.michaelstevenstech.com/cleanxpinstall.html
At what point are you having problem?
I won't take "it doesn't work" for an answer.

i power on my computer then pause/break soon as i see the txt but it continues to boot up to the os. i cannot get through steps 1-3 because of that

Most likely, you need to change boot order in BIOS.
Watch your computer screen, when computer starts, and while the screen is still black, you'll see at the bottom something like:
Press "some key" to enter setup
When you press that "some key", it'll bring you to BIOS.
Make sure, the boot order reads:
- floppy
- CD drive
- hard drive
Save changes, and exit.

Put Windows CD in, and restart computer.
Watch the screen. At some point, the screen will say:
Press "some key" to boot from CD
Press that "some key", and you should be on your way to reinstall Windows.
