Title: Is it possilbe to recover files after re-installing operating system?

My gateway monitor died exactly a week after the warranty expired. (Microsoft window 98)
After several times of turning computer on and off w/ out the monitor(dumb), I hooked up a new monitor. 
The computer would not let me start up or reboot in safe mode and said I needed to reinstall the operating system. Which I did and when asked to reinstall w/ backup I pick YES.
Well guess what nothing backed up and I lost everything.
I had a friend of my son's come over (who is supposed to be computer savvy) and he said "oh well" its all  gone!

Is there anyway to find lost photos, files etc.
Do any of the FREE recovery tools work for this?
HELP PLEASE!

the backup backs up system files, not data files.
