Title: programs won't open

ok so my problems is, that some programs will quickly open then close within a second they just wont stay opened so far it wont open norton 360 and power options any 1 know how to fix this? I first noticed it when i tried installing norton 360 but now that i've uninstalled it i still cant open power options i was using avg as my old anti virus before.

im running windows vista if thats needed.
