WHEN I SHUTDOWN MY PC , IT SHOW SHUTDOWN SCREEN AND IT IS BECOME HANG
THEN I HAVE TO DIRECTLY SWITCH OFF TO OFF MY PC.

No need to shout but is your computer trying to perform an update? Updates will always take some time. Can you show some more info please.

i have no net connetion. i disable auto update.
my shutdown screen appears and it is hang in this title "windows is shutting down".
there have no virus, my os is xp proffesional edition.

Same, when shutting down from Safe Mode?
Also, check this way....
Go Start>Run (Start Search in Vista), type in:
msconfig
Click OK (hit Enter in Vista).
Click on Startup tab.
Click Disable all
Click Services tab.
Put checkmark in Hide all Microsoft services
Click Disable all.
Click OK.
Restart computer in Normal Mode.
NOTE. If you use different firewall, than Windows firewall, turn Windows firewall on, just for this test, since your regular firewall won't be running.
If you use Windows firewall, you're fine.

How much free space do you have on your hard drive?
Have you defragged recently?
