Title: Scrolling is lagging....INFURIATING! (Windows XP)

My computer is working fine, and then two days ago it mysteriously starts being slow when I scroll. Well, not even slow. It's almost like it has these annoying lines...I can't even describe it.
I've tried rebooting, and nothing.
I've tried changing the "use smooth scrollings" settings twice, turning it on and off.
I've tried changing the appearance of the computer by going into control panel, clicking on systems, and choosing the option for best performance.
I've even tried using system restore, which doesn't work.
One thing I did notice right before this happened is that the screen appearance was set to 800x600 before, and when I went to get on two days ago, it appeared even bigger, a setting which I didn't know was possible.
I have a brother who gets on the computer sometimes, so I'm not always aware of the websites he goes to.
I'm starting to think that maybe this is a virus?
Does anyone know what the cause of this may be?
Can anyone help me?

I dont think that this is a virus.  I know what you are talking about.  It looks that way when you have no graphics card drivers.  It sounds like you need to reinstall the graphics card drivers

agreed- this would explain both the lagging and the lower resolution.
