Title: help w/ dell inspiron 1300

when the computer turns on the desktop loads but none of the icons are visible attempt to use task manager by using control+alt+delete compute is non responsive i have attempted to reformat using windows xp but i continue to get the following error  please help!!!!

error:

no  i have not from what i have researched so far it seems my best option is to slipstream sp2 and make a new bootable disc would u recoomend this???
