Title: windows colour schemes

For some reason when I try to change some of the colours in appearnce in the control panel nothing happens. This includes title bar, so uless I want blue, silver or olive green im a bit stuck. Is this normal? If it is why does windows have features that do not do what they are supposed to?

try right -click on desktop............appearance tab.....
