You can use Windows 98SE as a boot CD-ROM.

The only problem you may run into is that it will want to create a Boot Disk before the installation of Windows 98SE. I believe that you can simply cancel this process before it has started.

In order to use the Windows 98SE CD-ROM as a Boot disk you may have to take the following actions:

1. Set the first boot device to CD-ROM player
-- This can be done via your BIOS.
2. Select Boot from CD-ROM when asked to.

The full version of Windows 98 doesn't even ask you to make a startup disk. The idea behind this is that your hard drive will usually be empty anyway, so you wouldn't be able to start from it even if setup did mess up. The whole point of startup disks is to be able to start your computer if setup messes up.

I remmember tinkering with Windows 98 and bootable CDs. If remember it right and not hoping to confuse it with Windows ME, is that Windows 98SE is a bootable cd already. (original microsft make) You would simply select Run Setup from the DOS menu once you have booted from the CD.
