Hey,
Theres some guy who keeps registering with my forum and posting hardcore porn (the site is a gaming forum and so it's members are mostly young), so I'm wondering if theres any action I can take? like reporting his IP to his ISP or other organisation? (if I could press charges I would).
He keeps somehow obtaining a new IP (I'm a bit of a noob when it comes to all that) to evade an IP ban, if anyone has any advice on how to permanently block him or have him banned from the web I'd appreciate it.

Well the porn isn't child porn (thank god) but it's porn in a predominently children user based forum, so I don't know if the FBI would be interested.

This is not expert advice, but go to the FBI anyway, from that standpoint: you are concerned and trying to protect your site's audience of mostly younger people from the activities of this person. If there is no direct case, ask them for suggestions / options. You might try your local law enforcement. They probably won't get directly involved, but they may be able to suggest a course of action or more resources. (This very much depends on your standing with the local authorities, and your opinion of them.)

This isn't actually possible. You give the ISP (or IP preferably, as they can do a traceroute) to the FBI or law enforcement and they then contact the ISP.

Also, make sure you can determine IF this is an actual person, and not a spammer computer.
Once you do a WHOIS Report, if the WHOIS shows that the IP Address belongs to someone in the USA, call THEIR Internet Service Provider, and tell them about it. Make sure you have as many details as possible, including any name that you know of, their IP, and their hostname if you have it. Many people have Dynamic IP Addresses and can not be easily tracked down, even by their own ISP.
If you determine that a computer is giving you this kind of SPAM, look into Post Moderation (where users under a certain amount of posts, say under 5 posts, must have their posts verified by a human moderator before being posted)
Until the issue can be cleared, you might even look at disabling the ability to upload attachments (if they are uploading it to your server).

If you think its an acutal person, and the FBI isn't doing anything, call (or visit) your local police station (do NOT call 911, call their buisness line).

The original poster states that this person keeps obtaining new IP addresses. Dialup? Proxy servers?

This is one sick ****! Who would go out of their way to use proxies JUST to post porn on a children's forum?!!??!!?
Try making a list of all the IP addresses, if they have a dynamic IP the more IPs sent to the ISP tue better. Maybe you can block the website that the sicko hotlinks the images from. I'm not quite sure how though...

Bots (even ones that change IP address and appear to change countries) are easy to take care of.

I have got to think that the police, and the FBI since most of the traffic is proably interstate, would be very interested in tracking down whoever is posting the porn. And they have experts who specialize is tracking down this stuff.

Make it so any pictures they post are deleted, but keep the information for when you do call the police (at their business number, not 911).

Try closing the forum for a bit, it might make him move to a new one to post his nasty’s.

Or make it so all new users have to post a legitimate post in a "sandbox"/welcome section before they post in (
or even see for that matter), the rest of the forum.

Maybe it's just me, but wouldn't it be a lot easier to temporarily disable images? Instead of adding all of these features to complicate things for regular users and make them jump through hoops, just disable this feature until things calm down. And instead of deleting whatever new accounts this kid keeps making, just change the privileges of his account so that he can view the forum and make new posts, but nobody else will be able to see anything he says. Because his account stays active, he won't have to keep making new ones. And he can do whatever he wants (until he eventually gets bored) and nobody else will have to see or deal with him. It's a fairly common method of phasing out those persistent trolls who keep coming back.

The objective of people like this is to disrupt the forum. Guess what shutting it down does?
