There was a power outage recently and now when I turn the computer on, it wont turn on, no lights no fan, nothing. Is it the power supply or could it be something else, and so how would I find out?
Cmputer is a compaq presario SE1365L desktop

I would guess Power supply
-
Is the receptacle live?
-
Yah, I would first try plugging the computer into another receptacle...if that doesn't work, borrow a power supply of equal or greater wattage from another computer and install it temporarily, for testing.
If it doesn't work after installing the power supply, then you'll need a new motherboard..

This is practically an ad for using a UPS. I live in a fairly high lightning area with frequent power outages during the summer and I wouldn't be without one.

....compaq presario SE1365L desktop...
No such model number, no wonder it won't turn on!
-
so assuming it is the PSU, can I just take one from any other computer to replace it? In other words, are they all the same?

..In other words, are they all the same?
No, unless it's from another same type computer.
-
so then what your saying is that PSUs have different power ratings also? How do I check if the PSU from one computer will work with another? These arent the same type of computers, but the PSU fits in the other computer case properly.
