Title: computer not booting up

I have a compac sr1603wm desktop.The cpu fan stays on all the time but the computer doesn't boot up.
I have 3 gigs of ram 160 hd
256 invid card.Everything was working good.one morn i went to start it up and this is what happened.
The fan just stays on all the time.

How do you have 3G of RAM in that machine ? ?
