When I shut down last night, it came down to the wallpaper on the desktop and would not go all the way down. When i turned it on this morning all I got was the wallpaper.

How do you boot to safe mode? The way the thing is now I can't do anything.

Right after powering up tap the F8 key repeatedly...it should come up before the Windows splash screen

Reboot. As soon as the system starts begin tapping the F8 key on the keyboard. You will be taken to an advanced boot options screen. Choose safe mode.

Thanks, guys. I got it fixed. My wife had turned off the monitor when she couldn't shut the console down, so the thing had not shut down last night. When I held in the power button it shut down and then rebooted with no problems.

You should clean up any errors caused by the hard shutdown. Boot to the XP CD and choose the first repair option. That will take you to the Recovery Console. Once there, run chkdsk /r - it will take a while to finish, let it do so.
