just built new computer but it wont install os?

Can it boot a CD?
Can it boot a floppy?
Did you do memory test?
What OS did you try?

well i thought it was the hard drive but its not tried another with same results

display says missing files or it has shut down
yes i can get into the bios
it boots the cd
os xp and 7
how do u do a memory test
