"Not responding" - What happened?

Every once and awhile I'll click on something and Internet Explorer will stop and freeze and I get the message "not responding."  How do I find out what is happening or happened?  Is something not working like it should?

Quite clearly something is not working as it should. When you see that message try closing the message box by clicking on the "x" in the top right corner - very often Explorer does not really need to close. Meanwhile, try to take note of what you are clicking on next time it happens (is it something using flash, java, etc) and post back.

Can we forget about the not responding problem because that hardly ever happens anyway.  But I do have a new problem.

My snipping tool has disappeared.  I had it on my desktop as a shortcut and when I click on it I get an error box.  I tried look for it on the computer in the accesories section but could not find it.
