cant connect to internet

I do have another computer (Mac book) thats picking up a wireless connection with no problem

I reinstalled wireless driver with the ethernet cable connected .. It was successful , but when I disconnect the cable Im back to the same thing, it says I'm connected but I still don't have a internet connnection

With ethernet cable DISCONNECTED, post fresh "ping" log.

Some laptops have a small switch to turn the wireless on/off.  I believe this switch only turns off the transceiver, which would account for everything else functioning.  When turned on, there is a small LED indicating that it's on.

yes my wireless indication is on 
in my device manager, I'm getting a "(code 31) saying this device is not working properly because windows cannot load the drivers required for the device" (microsoft ISATAP adapter #4)

Started typing "code 31" into Google and it suggested this:  "code 31 network adapter vista", 349,000 results.
