"System tool virus" taking over my computer

So I have the "system tool" virus. It won't let me open any antivirus or internet programs, pretends its an antivirus program itself, and it changed my background to some blue screen and some junk about having viruses.

I ran malwarebytes and avast and got nothing. Every time my computer restarts it does the same thing. I used hijack and have the log.

What should I do?
Post the log?

Please note the following information about the malware forum:
  • Only the Malware Specialist Team is allowed to give advice on removing malware from your computer.
  • From this point on, please do not make any more changes to your computer; such as install/uninstall programs, use special fix tools, delete files, edit the registry, etc. - unless advised by the staff I noted above.
