Weird Issue with Website

Yesterday I clicked on a link to visit a website. The website was called JustAsk.com.  They offered to answer a legal question for free.  So I typed in a question and submitted it.  They asked for more info, wanted me to pick whether the question was urgent, and then quoted a price for the answer.  I decided not to pursue it, and tried to close the browser window.  I got a pop up window asking if I was sure I wanted to quit, yada yada.  The options offered were to click cancel or OK, which didn't make sense, since clicking either choice, or the little cross in the corner of the pop up window only made the window pop up again.  Long story short, I tried to close the entire browser, but this little window kept popping up and making it impossible to leave.  I had to shut the computer down.  Alas, I had forgotten that I opted to have Firefox remember my tabs.  When I rebooted, there they were again! This time when I tried to restart my computer, I got a message from Windows, saying that a program was trying to prevent me shutting down my own computer.  Fortunately it offered me an option to shut down anyway.  I had to do a complete cleaning of history, cache, cookies etc to get rid of these guys.

My questions are, what did they do, how did they do it, and is it legal? And if it isn't, how can I report them?

Yes, it's legal. It's more than likely just a simple JavaScript script code. Have you scanned with your antivirus? Run a scan with Malwarebytes (http://www.malwarebytes.org/mbam-download.php) also to be sure.

The next time you open Firefox and it pops up, open Task Manager (CTRL+ALT+DEL), click Processes tab, scroll down to Firefox.exe, right click and select End Process. Next time you open Firefox it should say "The last time Firefox was closed"....and will give you the option to start new session.

That type of pop up behavior has been going on since the beginning of the web.  And in my experience, sites that do that type of thing are not reputable and should be avoided.  You should be glad you didn't pay for legal advice at that site.

Adblock plus is good at these things to. I find noscript is too indiscriminate and stops a lot of legitimate sites from working.

That's because it blocks all JavaScript by default when enabled, allowing you to then decide what should be accepted.  It basically works like any decent firewall does.
