Slow computer

My computer is running very slow. In my Task Manager, under my processes, SPOOLSV.EXE is taking up 99%. I turn it off, but it keeps coming back on.
What is it and how can I turn it off permanently or delete the file totally?

when i star it my computer is hangup and i have to restart it again and again
