Enable OpenGL programs to use Direct3D

Is there a program for WINDOWS XP that does this theres a program for windows 98 and 95 that does this on http://www.scitechsoft.com/ but that site is comfusing i don't know if theres a XP version or now.
Somebody Please help me!

Intel have a graphics accelerator.........if you have their chip.....
