Remove all connected devices(webcam, printers, etc.) open your computer casing(power cord unplugged) and remove ALL cables connections including the CMOS battery for 5 minutes. Then reconnect all cords and cables including the battery. Make sure they are seated well. Exclude external devices first.

Try borrowing another power supply unit. Must be same or greater wattage output. Most users on some threads pointed to a shorting on the front USB panels/ connectors. Removing or replacing them seems to solve the problem. http://imageshack.us/photo/my-images/812/s7301307.jpg/sr=1

Are the diagnostic lights coming on and what color are they showing?

Check to make sure all cables are seated properly same with all the cards and power connections.

If the power light is amber and green or steady amber a device might be malfunctioning or incorrectly installed.

Remove and then reinstall the memory modules.
Remove and then reinstall any cards.
Remove and then reinstall the graphics card, if applicable.
If the power light is blinking amber the computer is receiving electrical power, but an internal power problem might exist.

Ensure that the voltage selection switch is set to match the AC power at your location (if applicable).
Ensure that the processor power cable is securely connected to the system board.
