Should I edit the .htaccess on my site.

Recently my web site was down. I got another host. But the new host does not let visitors to directly view my pictures in the subtler /images but it used to be so.
Does the  .htaccess  control this? May I edit it?
Or do I need to go into the file manage and set permissions or folders I want others to get into?
Years of  getting sites from hosts, I never countered this. Is this something new?
