older program that is incompatible with win 7

i have an older program made for win95.  it won't install or run on win7.  i've tried compatibility
wizard and it still says incompatible  with win7 x64. microsoft has no answers to fix the problem,can someone help me please     THANKS for any help

Are you using the 64 bit version?

Tho run the program you may have to use a Vertical Machine.
This allows an old program to run in an environment where is can not easily harm anything. The old programs use a mode that is not compatible with the 64 bit system.
