Windows 98 se setup hangs

I am trying to install windows 98 se after formatting drive c. Every thing goes  well till it reboots the first time then it hangs. This is only the second time I am doing a format  so you have to be detailed.   Thank you A W

What do you mean hangs? An error message? Were there any problems during the install - the CD couldn't read a file, etc?

No error message. It doesn't go on after the first restart in setup.

What if you just hold down the power button for 4-5 seconds to stop the machine, and then restart?

If I manually restart it goes to the safe mode option. If I select it it opens in safe mode with only with only network adapters showing in "device manager" and no cdrom in "my computer". If I select normal startup after disc scan it shows the blue windows 98 screen then turns black with only a little cursor at the upper left hand corner.

    Did you start the setup by booting from the CD or from a floppy?

      Restart setup from the beginning. When it wants to reboot, make sure it is rebooting from the hard disk.

      How do I make sure it is rebooting from the hard disc?

      Take out the CD, and the floppy should already be out.

        If you haven't changed anything in the BIOS it should do that automatically after you remove the floppy. If the CDROM is set to first boot device, you will see a selection option on screen when it boots. HD is the default option but might not be selected.

        Restarted setup, loaded files till first reboot, floppy is out, cd is out, this is what the last commands are;

        Searching for boot record from floppy. . not found
        Searching for boot record from IDE-0. . OK

        Completed updating files, continuing to load windows...

        And there it sits.

          Do NOT remove the CD. Put it back in the drive. If nothing happens, press the reset button.

          Was that drive functioning well before this? Were any changes made? What was going on that you needed to reinstall Windows? Have you tested the drive with a utility from the manufacturer? Have you tested your RAM?

          I did put disc back in. I did manual restart. Is the reset button different then manual restart?
          ...Was that drive functioning well before this?...    Are you talking about hard or cdrom? Both seemed to work well as far as I could tell although it is my friends computer.
          ... Were any changes made?...  Not that I am aware of.
          ...What was going on that you needed to reinstall Windows?... Different things. If you double clicked My computer or My documents the illegal operation message came up. It was very slow. Etc.
          ...Have you tested the drive with a utility from the manufacturer?... I haven't again which one?  
          ...Have you tested your RAM?... I haven't.  How?

          FREE RAM test @ www.memtest86.com

          download and run a few hours

          Hard drive diagnostics at manufacturers web site

          ex. www.maxtor.com and then look up the drive number in the top right corner of scree (if it is a Maxtor)

          What computer make/model?

          I put another hard drive in and I could format it and run setup. Does that mean that that hard drive is bad?

          If it's running fine now, and the only difference is a hard drive, I would say that is diagnostic.

          list pc specs......and make model of pc........do you have restore disks...
