Network Load Balance Query !!

In my office we have an IIS server running on Win 2000 Server. It has a single 100Mbps Eth link and it is configured with 2 IPs(One Virtual).  My sysadmin said it is used for network load balancing. My doubt is if having one virtual IP will do network load balancing .

Even if some users connect to IP 1 and some set of users connect to IP 2, will there be any performance difference than comparing to having a single IP.
