Windows update stuck at Checking for updates and can't install updates manually

I recently (one week ago) made myself a dual-boot to Windows Vista SP2. I installed everything I needed and set the Windows updates to Automatically install updates. When I needed to make a video smaller (no need to talk about this in this thread) on Handbrake it said I needed Microsoft .NET Framework 4.0. I was surprised to see that. I went to see what Windows updates does and it wasn't checking for updates, as I set it to do. I started the check myself. I left it like that 30 minutes. When I closed my game, it was in the same state: checking for updates. So, I went to my .NET Framework 4 installer and, after 15 minutes, it gave an error: another installer is running. There were no installers, besides Windows update. So, I closed its process and let the installer run. After 15 minutes, it gave me an error (I don't remember the name of the error, I'll post it ASAP). So, I started researching, tried everything (MS FIXIT 50202, reset windows update history, reregister windows update components which gave me error 1060 and error 5 - error 5 is after trying MS FIXIT). I tried to "force" the .NET Framework 4 install by installing it step-by-step: 1.1  1.1 SP1  3.5  4. No succes. I AT LEAST need to install that .Net Framwork somehow. And the most interesting part is that my antivirus doesn't say that my OS is not up-to-date .

AMD Athlon ll X4 750K 3.2-4.0 GHz

Now it doesn't even give the error anymore. It just sits there and fake-installing .Net Framework.

I'm not sure what installer you used. Here is the .NET 4 web installer:

Installing .NET 4.0 is unrelated to Windows Update.

That is the installer. On Windows 7 is related to Windows Update.

On Windows 7 only .NET 3.5 is managed as an OS component. .NET Framework versions are effectively different products. Windows Update on Windows 7 will only install .NET Framework 4.0 or 4.5 updates if .NET Framework 4. or 4.5 are already installed and "Install updates for other Microsoft products when I update Windows" is selected in update options.

EDIT: It seems like the issue may be a problem with Windows Installer.

Yep, it's a massive pain when it decides to stop working.

But I can install just fine other programs. And, did you read that I got error 1060 and 5 when I tried something on Windows Update? I don't think can be related to Windows Installer, but I'll still try it, but only tommorow. Now I'm just listening to music and then go to sleep. In Romania it is 00:05.
