Congress reviewed an FCC rule which was set to come into effect later this year. This rule, which has never been in effect, would require additional consumer protections from ISPs in regards to Subscriber data.
Section 706 of the telecommunications Act already requires consumer protections of that data and privacy thereof.
As is, U.S ISPs still cannot track or sell your E-mail, search history, or even anything beyond the domain names you lookup. Doing so would violate U.S wiretapping law (18 U.S. Code § 2511).
