    the logical approach is normally to backup your current data, use a CD to install Windows off and plug in your Product Key when requested.

    what have you tried?
    where does it fail for you?

      As Mark said if you have anything stored on the Laptop you might need  you need to copy it off first as doing a windows factory restore will delete everything.
      The Factory restore gives the option to backup before continuing, you will need a USB Hard drive for this.
      Then if the laptop still has the recovery partition you only need to  press and hold '0' BEFORE and during the power up, this will start the recovery.
      If windows is still working a safer way is to make a set of recovery DVD's which you can boot from and recover windows. To do this go to the Toshiba program group and select make recovery media.

      Sounds like you might be upgrading,and like any other you drag important files to  another medium like a USB external HDD, insert the windows 8 disk and go from there as stated above. Be warned that your Toshiba drivers likely will not be on the fresh install so I would grab all the drivers from the Toshiba support site before install and put them on an external drive as your wifi may not work straight away after the clean install. Why you would go from 7 to 8 is beyond me.
