my computer windowss 98 will only go on safe mode

i don't know what to do with my computer it will load and install files but it will only log on in safe mode and i can't get in to work on regular screen to add windows 95 to it. i was told u have to install 95 before 98 but my computer wouln't alow me to do that i need searious help.

Get a win98se disk.
Set your bios to cdrom as 1st boot device.
Boot your computer with the 98se disk in the cdrom.

You will loose everything on your computer, this is often a good idea.  
Otherwise backup your junk first.

You do not have to have Windows 95 installed to load Windows 98. If 98 is an "upgrade CD"it may ask you for a 95 CD to insert briefly, but that's all.
