Welp, I FINALLY managed to fix it even the reinstall didn't work. So I downloaded some sort of driver updater tool and when I plugged the dongle and clicked on update driver in the program (I think? I can't remember exactly what I did) it finally recognized it as a generic bluetooth radio. I can't trace back to which program I used exactly but it's similar to these:
