Is this your personal computer or a company computer or one that was once part of a corporate network?
(Asking because group policy can block this sort of thing)
Other thing to do is download and install/run malwarebytes the free edition and scan your computer to make sure the browser isnt infected with a hijacker of some kind that somehow blocks favorites.
