With my version I have found that on Adobe's
test page, I see the "Flash was blocked on this page" show up in the address bar (a puzzle piece with an X through it) I can click the box in the web page (the small test flash file) with the "puzzle piece" logo and click "Enable Adobe Flash". The page refreshes and I get the same "blocked" indicator, but I can click the Flash Player 'object' again the run the plugin.
Note that using Flash Player in Chrome should be done using the built-in Flash Player. If you see any "Adobe Flash" extensions in chrome://extensions then you should remove them- Those extensions are what Chrome now blocks unilaterally, and they try to take over the built-in Flash Player which means that no Flash content can be used if the extension is installed.
