Extremely Slow browsing speed but decent download speed

Hi,

So my problem is that my download speed is okay (actually higher then it used to be) but since one month my internet is just really slow. I can mostly watch youtube in 240p to max 480p and pages take ages to load. This issue occurred slightly after we installed a new modem.  I searched everything online but couldn't find anything.

-My pc specs are good
-Mbps is 9-12
-Upload is 0.9
-ping is around 20

I've tried turning my router/modem on and off but is doesn't do anything. I also changed my DNS to 8.8.8.8 and 8.8.4.4 but that didn't do anything either.
Another issue I have is that I can't here friends normal on discord. I hear them very laggy and robotic, but they can hear me fine. Discord also tells me that my connection is fine.

Does anyone know how to fix this issue?
