Unwanted 'bar' at top of my home page...

Hi, as of yesterday, I have an unwanted bar, or strange tool bar style 'object', at the top of my home page. It happened after I tried to delete a folder, which somehow went wrong and got 'caught' on my home page above my icons. It bears the name of the original folder, and can be stretched, but cannot be removed. I tried to do this by restarting my PC, but it's still there. is there any way to remove it?

    Sounds strange. Can you post an image of your screen?
